Looks like you deleted this Basic Style? What style did you use before?

Which is custom made and not included in the phpBB package.

Thanks, that helped. I went into ACP and forced default prosilver style for everyone that fixed the issue.

I ended up finding the deleted styles in a backup. So I added them back to styles directory, and undid forced prosilver style in ACP. Now everything looks normal and user-selected theme is being used.
