As to the specific error you're encountering, it looks like the 90-day HTTPS certificate was replaced but is still two hours away from being valid again. However, it looks like that certificate may not be valid for the twemoji.maxcdn.com domain even once the certificate validity period does start.
This all seems like "best effort to keep outdated twemoji URLs from breaking" on MaxCDN-now-StackPath's part, but it looks like maybe they didn't consider their legacy support of the twemoji subdomain this time around. Maybe they'll fix it, maybe they won't. The bottom line is that twemoji is not their problem, and using a still-active twemoji CDN URL is the proper and necessary solution. As was already done in phpBB.
