phpBB has no control over folder/file permissions. As I already stated 755 for folders and 644 for files were already correct and should be changed back. The exception for this are for the folders mentioned in the directions e.g. /files. /store etc. The easiest way to change them back is just delete them and reupload using FTP.
If the site is working changing to insecure file/folder permissions it's most certainly an issue with the owner of the files. Consult your host.
Edit: just to elaborate the folders phpBB has you set to 777 have an .htaccess file that prevents direct public access.

It's called the command line but you need to login with SSH client like putty.thought we had computers to take mind-numbing tasks out of our hands
