Sorry, I know there's a standard list of info items that needs to come before a support question, but I can't find it. Please bear with me anyway.
Upgrade: from 3.3.4 to 3.3.13
Uploaded everything using cpanel

Problem: /install won't start
Error msg: 403, no access to this resource.
It used to be so easy: upload all the new folders to your server, retaining just config.php and the /files, /images, /ext from the old installation. Go to your forum location, add /install to the url and then the installation proceeded.
Not so now. I'm stuck after doing all of the above. I get a 403 message from the server, whatever permissions I alter and so on. Very disappointing.
Actually, I'm desperate. I'm way past 60, running a forum for a worldwide bunch of old codgers who love tinplate trains. They rely on this forum for global exchanges, and so far I've had no problem at all updating earlier versions. I'm beginning to hate computers.
